Rites Tautas Augstskola is on the internet!

As part of the Campaigning for Community Colleges / Working Camp in Rite, a group has been working on the establishment and design of the Rites Tautas Augstkolas website. Laszlo Dani has now uploaded the provisional website to the following address: www.acc.eu.org/rites_tautskola
Check it out, its beautiful.

Project Documentation Rite 2000

For the very first time in Latvia an international working camp of the ACC called Working Camp Rite took place from the 13th to the 20th of August, 2000. The event was organized by the ACC (Association for Community Colleges) in close cooperation with Rites Tautas Augstskola (Rite Folk High School). The participants came from different countries of Europe, representing Bulgaria, The Czech Republic, Denmark, Georgia, Germany, Hungary, Latvia, Lithuania, Macedonia, The Netherlands, Poland and Romania. The project was supported by the EU Commission, East-East Program of the Soros Foundation and the Royal Embassy of the Netherlands in Latvia. The program included practical activities consisting of renovation of the Rite Folk High School and learning about community colleges in different parts of Europe, exchange of information, decision making on the future developments and projects of the ACC. The project is an informative campaign on the idea of making Community Colleges into a motor developing an enlightened European debate. The main objective of the Working Camp Rite was to help Rites Tautas Augstskola to develop as a regional centre promoting the discussion on European issues, involving local inhabitants in this process and creating the views on these matters. In order to achieve this aim various activities have been carried out during the week. The participants had the opportunity to learn about the situation of non-formal adult education in Latvia, about Latvia's integration into European Union. Study visits were organised to the Association of Adult Education and the European Union Information Centre. Lectures were held among others by Mr Ivo Rollis from the European Integration bureau, Mrs. Zaneta Ozolina, the European Commission delegation in Latvia and by Mrs. Daina Zvaigzne, the Council of the Jekabpils district. The idea of the community colleges, in which local people decide themselves what should be learned could be a main inspiration for the Latvian society. The program will certainly create awareness of the local population of Rite of the advantages of non-formal education. To promote the idea of ACC the participants worked in different discussion groups: One group worked on Press relases for local, national and global medias to spread the idea of the ACC in all countries where the ACC has members and to inform people who are interested in European topics. Several participants worked on projects of Folk High School courses in their countries. "The Roma population, the European minority" by Marta Szilagyi (Hungary) more at the www.acc.eu.org Under the aegis of the ACC, a community college course is to be organized in 2002 in Hungary about a topic of a common European concern, on how the NGOs - both in Eastern and Western Europe - can contribute to the integration of the Roma populations and on how they can help to handle and solve the problems that the accession of the first Central and Eastern European countries to the EU will bring about. "Development/EU Community College Course" by Jette Nielsen (Denmark) more at the www.acc.eu.org The aim of the courses is to create an awareness of the EU/European policies towards the developing countries in general and towards the ACP countries in specific. The first course will take place at a Danish folk high school from July 7th - August 4th,2002. It is our expectation that through the informal atmosphere at the school and the close personal contacts, which a stay at the school promotes, participants will obtain a unique understanding that goes beyond cultural, political, religious and linguistic barriers. The interpersonal relations created between young people from East and West, North and South are of utmost interest and importance of the event. "Situation of young people of the Balcan countries" by Stoyan Antov (Bulgaria) more at the www.acc.eu.org To have a three week course in Bulgaria about the common Balkan issues in summer, 2002. The participants will be invited from the Balkan countries, as well as from the rest of Europe in order to create the understanding in the past and resent develpments in the Balkan countries. Rite and ACC The discussion group created a vision for the possible coorperation between the ACC and the Rite Folk High School. There are several preconditions for the continuation of this cooperation one of them being a stable and independent management of the Rite Folk High School. The vision of the ACC is that Rite Folk High School is a meeting point for local, national and European participants in the courses on the common European issues. The school could be one of the first examples of the European Community College creating a non-formal adult education possibilities for everybody who wants to learn more. One of the possible directions of the Rite Folk High School could be a IT-center for he Jekabpils district. In order to reach this aims the improvement of the facilities of the school is also necessary. As the school is going through the process of signing the contract about the future renting or buying the houses and land belonging to the Rite Folk High School with the local municipality the possible fundraising by the ACC were discussed. The future relatrionship between Rite Folk High School and ACC will be coordinated by Sandra Salmina (Vice Chairperson of the ACC Latvia), Siebren de Boer and Linda Jakobsone (Board members of the ACC). One dicussion group dealt with the creating of a Rite Folk High School webpage. Many ideas were raised. The Webpage will contain detailed information about the school and pictures of the surroundings. It will be installed in two weeks time under www.acc.eu.org\Rites_Tautskola. Many participants translated the statutes of the ACC and other related documents into their languages to bring them in the Internet and to promote the ideas of ACC as broard as possible. A danish, dutch, frisian, bulgarian, latvian, czech, polish and rumanian version will be soon available on the internet site of the ACC (www.acc.eu.org) additional to the ones which are already placed there. The webpage of the ACC will be upgraded with the new statutes in several languages as a result of the General Assembly, project descriptions worked out at the Campaigning Camp and a slide show.

ACC General Assembly 15. August 2000, Rite Latvia

Opening of the meeting by John Petersen. 2. Proposal for a chairperson of the General Assembly by John Petersen. The Chairperson of the meeting: Saskia Mukurarinda 3. Opening by the chairperson that the call for the General Assembly was legal and according to the statutes. 4. Counting of the present ACC members with the result of 18 Members. 5. Explaination to the Assembly that only ACC members are allowed to vote. 6. Proposal for a secretary of the General Assembly by the chairperson. The secretary of the meeting: Agota Illyes. 7. Explaination to the Assembly that one point in the invitation given out beforehand is missing and will be added as point No 4. namely Election of the board members. Statement of the chairperson of the ACC John Petersen (The statement is in written form on the internet) Presentation and Adopting the Account for the year 1999 The Chairperson of the ACC John Petersen on behalf of the ACC´s treasurer Jesper Nielsen presented the Accounts of the year1999 to the General Assembly. Call for the Acception of Accounts 1999. The General Assembly adopted the Accounts of 1999 with 18 votes for, none against. Election of the Board Members Explaination of the procedure and Modification regarding the counting of voting. (4 Persons are going to be elected at the same time 3 as board members , one as a substitute to the board.) Proposal of two counter of votes by the chairperson of the meeting: Laszlo Dani and Siebren de Boer. Introduction of the 4 candidates by Board member Laszlo Dani: Jesper Nielsen, Conchi Gallego, Linda Jakobsone and Oleg Diatkevich. Election by free and secret voting. Break for counting by the Counters. Declaration of the results: Reelected in the board Conchi Gallego, Linda Jakobsone, Jesper Nielsen and as a substitute Oleg Diatkevich. Substitute election Candidate is Eva Valvo. Asking the Assembly if there is any other candidate from the Assembly. Noone declared himself or others. Confirmation of Eva Valvo as a substitute member of the board by the General Assembly. Election of Accountant Introduction of the candidate Lene Albrechtsen by the chairperson of the board John Petersen. Confimation of the present accountant by the General Assembly. Proposals 1 Elimination of parts in the third paragraph of the statutes. 2 Modification in the fifth paragraph of the statutes. 3 Modification of the eighth paragraph of the statutes. 4 Modification of the ninth paragraph of the statutes. All proposals have been presented by the chairperson of the ACC John Petersen and have been agreed unanimous one by one by the General Assembly. 5 ACC as a chapter of the AWE (Association of World Education). After debating and discussions in the General Assembly the members of the General Assembly decided unamiously to become a member of the AWE. Secondly the necessary changing of the statutes have been agreed by the General Assembly, so that there will be an addition in the preamble if the ACC will be accepted by the AWE as a member of the AWE in April 2001. 16 out of 18 Members of the ACC have been present and 14 voted for it. Board announcement of the next General Assembly The next General Assembly have been announced by the Board member Siebren de Boer, it will take place next year in August in Frisia. The coordinater will be Siebren de Boer. Other Business Announcement of a Bulgarian member of the ACC Stoyan Anttov. Stoyan Antov will organize a course in the year 2002 in Bulgaria with the topic Local Problems in the Balcan countries. Break Election of the Board member According to problems that Oleg Diatkevich was elected as a substitute but only declared himself as a candidate for a board member and according to the fact that Oleg is not reachable, the General Assembly agreed to elect a substitute for Oleg in case he is not willing to accept his election to be a substitute to the board. Radim Konecny and Daniel Zuchowski have been declared out of the General Assembly to be a substitute. The General Assembly voted in free and secret vote. Daniel Zuchowski has been elected with one more vote then Radim Konency to be a substitute to Oleg Diatkevich. Proposal for modification of membership fee amount. After discussion the General Assembly agreed to the same amount of membership fee for the next year s period of 10 EURO. Danish Lottery Funds supports the FEC

Today we had oral confirmation, that the Danish Lottery Funds are supporting the printing and distribution of the winter edition of the "Das Haus La Maison The House" magazine, which is to be edited by the Final Editorial Conference arranged by the ACC. The FEC takes place at Ryslinge Hĝjskole, November 19th - 26th.

Re: "Minority Groups in Non-Formal Education"
Dear friends, We are happy to invite you to our seminar "Minority Groups in Non-Formal Education" which will take place in Lisbon, Portugal from 25th of November to 2nd of December 2000. This activity aims at looking at minority groups (cultural and ethnical) and how they are / should be better integrated in the non-formal education system. The activity will look at different minority groups, look how far some are already part of the non-formal education system or not, why, and how to better involve them in youth activities at the local, national and international level. The working language of this activity will be English. This activity is organised with the support of the European Union's Youth programme, Action 1, and is open to all participants from member states, Iceland, Liechtenstein, Norway and pre-accession countries. The participation fee will be: 150 Euro for EU + EFTA countries participants and 100 Euro for pre-accession countries participants. Travel reimbursement will be 75% for all EU / EFTA participants and 85% for pre-accession countries participants. Board and lodging are provided by ICYE and the hosting partner (APAI). When all the applications have been considered and participants have been chosen we will send all the technical information about location and travel + the programme of the seminar and eventual additional documents. Closing date for application is October 7th 2000. Applications received after this date will not be considered, therefore interested parties must ensure that the applications are sent on time.
